Commissioner of Foster put on leave pending investigation of inappropriate behaviour

BRADES, Montserrat – Commissioner of the Royal Montserrat Police Service Steve Foster has been put on leave pending the resolution of allegations of misconduct.
His Excellency the Governor Adrian Davis confirmed Tuesday that the commissioner was asked to leave early on his vacation until a claim of inappropriate behaviour could be substantiated. Continue reading

Montserrat Launches Online Visa Application System

MOVA ScreenshotBRADES, Montserrat – The Government of Montserrat has achieved one of its major reform milestones with the announcement that from September 1, visa applications can be processed online.

The Department for Information Technology and eGovernment Services (DITES) spearheaded the project in collaboration with the Immigration Department to establish MOVA, the Montserrat Online Visa Application system. Travellers from countries that require a visa to travel to Montserrat will be able to go online and complete the process of applying for a visa. Once the visa is approved, an electronic visa will be issued to the applicant via email in the PDF format. The online visa processing requires a US$50.00 transaction fee for each visa application. New Deputy Commissioner of Police Bradley Siddell sworn in

BRADES, Montserrat – Retired Royal Canadian Mounted Police Bradley Siddell became Montserrat’s newest Deputy Commissioner of Police on Monday, August 27, 2012.
Commissioner of Police Steve Foster welcomed Siddell to the Royal Montserrat Police Service and informed colleagues across the government that he would be making personal introductions in the days and weeks ahead.
The new deputy commissioner comes to Montserrat with 30 years of law enforcement and intelligence experience, skilled in multiple police and executive management disciplines officer and a Master of Business Administration degree from the University of Liverpool, England. His decorations include the Commanding Officer’s Commendation, NATO Kosovo Campaign Medal, Alberta Centennial Medal, Canadian Peacekeeping Medal, RCMP Long Service Medal, FBI Commendation, Commanding Officer’s Certificate of Appreciation and the Queen Elizabeth Golden Jubilee Medal for career accomplishments. Police Commissioner asks public to be vigilant about security

BRADES, Montserrat – A series of recent burglaries in the Brades area has led Commissioner of Police Steve Foster to ask the public to be vigilant about their security.

Commissioner Foster confirmed that there have been several incidents of burglaries, with the thieves taking mostly cash from the premises of local shops.

“There are robberies happening both night and day. We are cautioning the public to secure their jewellery and keep your house locked,” he stated. “Business places should improve their security, do not leave cash inside and make checks before closing up.” Continue reading

Antigua & Barbuda Police Band for Queen’s Diamond Jubilee Parade on Montserrat

BRADES, Montserrat – The Antigua & Barbuda Police Band are scheduled to be on island Thursday in preparation for Saturday’s parade in honour of the Queen’s Diamond Jubilee.

The band last performed at a parade in 2009 and they are expected to give a concert following the formal segment of the morning event.

All of the uniformed bodies on Montserrat, including the Royal Montserrat Police Service, Royal Montserrat Defense Force, Girl Guides, and Red Cross are expected to participate in the event expected to start at 8:30am at Salem Park. Continue reading

Montserrat has adequate number of police but structure needed, says review team

BRADES, Montserrat – The recently completed review of the Royal Montserrat Police Service (RMPS) has found significant gaps in its operational procedures which must be fixed to ensure that the community is served effectively.
His Excellency the Governor Adrian Davis commissioned the review of the RMPS, which was done between 30 April and 11 May 2012 by Larry Covington, Law Enforcement Adviser to the Foreign and Commonwealth Office Overseas Territories Directorate; Deputy Commissioner of Police Anthony Ennis of the Royal Cayman Police Service; and Acting Deputy Commissioner of Police Alwin James of the Royal Virgin Islands Police Force.
The team found that the RMPS Strategic Plan needed to be updated and there was no Annual Policing Plan to drive the delivery of the Strategic Plan. “There was an absence of a recognised performance management culture within the service.” They also noted the need for “wide ranging legislative reform” to support and assist the RMPS delivery of effective police services. Montserrat police encourage vigilance after another woman is sexually assaulted

BRADES, Montserrat –The Royal Montserrat Police Service (RMPS) is asking the public to be vigilant, after a woman was sexually assaulted in the early mornings of Saturday, January 28, 2012.

Deputy Commissioner of Police Paul Morris said “we are concerned about the increase of sexual assaults that have taken place over the past number of months. During the early hours of Saturday a woman was raped in Davy Hill and the level of violence used during this and other attacks is a serious cause for concern.” Continue reading

Police Service has six new officers

BRADES, Montserrat – The Royal Montserrat Police Service has been expanded with the addition of six locally trained recruits.
Last Friday, December 2, the Passing Out ceremony for the new officers was held at the Montserrat Cultural Centre with family, friends and fellow officers were in attendance to welcome them to the local force.
This is the third group of recruits that have been trained on island by a cadre of active and retired police officers lead by Deputy Commissioner Paul Morris, Superintendent Charles Thompson and Chief Instructor Inspector Derona Semper. Continue reading

Police seize marijuana plants in operation with Wave Ruler

BRADES, Montserrat – A joint operation between the Royal Montserrat Police Force RMPF and officers from the RFA Wave Ruler vessel has seized over 1000 marijuana plants last weekend.

According to a press release from the RMPF, the successful patrol was mounted in the Dyer Piece area where plants were measured to a maximum height of four feet. Continue reading

RMPF begins new training programme with six recruits

BRADES, Montserrat – The Royal Montserrat Police Force welcomed six new police recruits to their training programme on Monday morning.
Rakesh Jailall, Chamella Carlisle, Sham Charles, Laurell Allen, Brenda Gordon and Elrod Chalmers were sworn in during a ceremony at Police Headquarters in Brades.
His Excellency, the Governor Mr. Adrian Davis was the guest speaker at the ceremony and told the recruits “the profession you have chosen is dynamic, challenging, exciting and rewarding”. Continue reading
