		<description>A review at this level should be embraced.  While I respect the personal views of David Fenton, Montserrat needs a police service that is in tune with what is reality now.

The service has in my view done the same thing over and over in a changing environment, ran back to old techniques and operators and expected results.

I speak from a position of a customer, and with the authority that comes with training and experienceas a former police officer.  

The population the police services is very different from the days when the force was create as a remnant of the Leeward Islanda Police Service.

Standing on ceremony at the expense of what is practical for policing Montserrat is not acceptable.

The policing tactics,strategic management, etchnology, political environment, and local and global trends must be integrated into the new design for Montserrat&#039;s front line security agency

The island is no longer able to stand on the past, especiially with the thrust to encourage foreign investment. The officers should be credited with doing what they can with the levelof training and facilities available, but the current position must be revisited, and efforts made to redirect the resources to get bettter value, remove the &quot;traditional&#039;&quot; duties that take up a large share of the resources, and target crime while providing a secure environment to live and invest in.

Services like distributing government mail, immigration stamps, parking vehicles at shows are not core policing roles, and should not be suing up resources neede for ensuring the population is safe.

I look forward like many persons to the report&#039;s recommendations.  I look even more to the key positive recommendations being acted upon.  The leadership must be bolstered to allow the commited men and women to perform well.

I hope that the training regime, staff development, nepotism, promotion, officer safety and support, and other key areas will be looked at closely.

Montserrat deserves the energey that lies in the young officers, and that must be harnessed by proffessional leadership.  Montserrat should be concerned, and get involved in a coonstructive way in deciding the quality of service the police provide.

		<description>After this review is completed,and the matter is address,the montserrat public,would be able to read further comments from me concerning this topic,of one of the indivisuals that served on both the British Virgin Island Police Force,and the Royal Montserrat Police,I have know problem of a review board within the Montserrat Civil Servant association of the Royal Montserrat Police Force,but a.review board from the Royal British Police Force,and the Royal Cayman Island Police Force,(No).I think the Governor,and the Montserrat Government,did go out of their way,to try to undermine the integrity of the Royal Montserrat Police Force,and the word,they are now doing,and also the past.Have they read the Crime rate in the British Virgin Island,that&#039;s what they should have done before taken the action they took.If you look around Montserrat you will find all these former high ranking officers still residing on the Island,why weren&#039;t those former officers contacted for their input,if there is,or a serious crime problem on the Island,which the present Commissioner are unable to handle.Those are some of the steps that the Governor,and the Government should have approach,before taken the steps they previous took.I really do not please with that undertaken,because I know by back ground,and I knew of some of the back ground of the British Virgin Islands Police Force,and it&#039;s officer&#039;s,and that&#039;s why I think it was so offensive on the path of the Government,and that of the Governor,and the former Deputy Commissioner.This same Deputy Commissioner were in Office for close to eight years or more,and he find it feasible of after tendering his resignation of telling the Montserrat public what needed to be done on the force,I would like to know what was his roll on the force,in an earlier comment,I&#039;ve stated that his guy,instead of him investigating the activities within the force,the Government should appoint an investigating panel to carry out some kind of investigation on the former Deputy Commissioner,before he leaves office,he should be ashamed of himself,and his comments,close his mouth,pack his bags,and vacate the Island before he disgrace himself,because in fact that&#039;s what he did.More of my comments will be forth ,comings,after this review is completed.I hope the Montserrat public are been able to read my comments concerning these activities and the roll of the Governor,and the Montserrat Government t,concerning there police force.</description>

		<description>I think that this Governor,who arrived on the Island about a year ago,and the roll he took on leave much to be desire of his activities of what his duties really are.He automatically taking over the roll of through the Internet and read of all the activities going on,on the Island,and who read speaking out,of these crimes,and other criminal activities the governor what is going on with Mr.Meade,and the rest of his government, what roll are they playing in running montserrat.The Governor also has a co-conspirator the former Deputy Commissioner of the Police who have since tender his resignation,and then going on the radio,and T.V.Stations,and telling the montserrat public what needed to be done on the police force,after been on the force for the past eight years,he now find it in his heart of telling the public what needed to be done on the  force.What was his roll for the past eight years,as the deputy commissioner of police,or what he is simple trying to do,it to undermine the Commissioner of Police.In the first place when Foster took over he had no right in bring this guy back their,no one even knows his qualification to be deputy,and from the time he started causing trouble,Foster should have send him packing,back where he belong.Since all these things come to light now that he is leaving,instead of him investigating the police force he should be investigated,because he is part of the problem.He finally wake up overnight and learned of the problem that the police force is confronted with.Mr.Meade,and his Government should pay more attention of running the government,and the needs of its citizens,and leting the governor does the work that the British Government send him there to do,not running the montserrat the Government.Because from all account from the time he got there that&#039;s all he is doing of taken over, the day to day duties of the government,and his official duties are left behind, what is going on,on the Island,if that be the case we do not need a government,let the governor carry out those duties of running the Island.I agreed that the Island needed some checks,and balances and something needed to be done,but this is going to far,on the path of the Governor,that&#039;s not his responsibility,leave that problem where it lies,that&#039;s not your problem,and the montserrat public should pay close attention to the Governor activities,and what his duties really are.</description>
