UK Minister of State to visit Montserrat this week

BRADES, Montserrat – Montserrat is about to host its second high-level visit of UK officials this year. Minister of State Alan Duncan is expected on island Wednesday for briefings on the island and the potential for economic development and self-sustainability.
Duncan will be accompanied by Ian McKendry, DFID Deputy Director for Caribbean & Overseas Territories; Jonny Baxter, Private Secretary to the Minister and Joy Hutcheon, Director General.

The Minister of State is to travel to Montserrat by Ferry on Wednesday evening along with Premier, the Honourable Reuben T. Meade and Access Coordinator Vincent Hippolyte. During the ride, they are to discuss a proposed access strategy for the island.

BRADES, Montserrat – Foreign Secretary, The Rt Hon. William Hague MP told the leaders of the Overseas Territories last week that they remain a priority for the UK Government. Montserrat’s Premier Hon. Reuben T. Meade led a delegation to attend the Overseas Territories Consultative Council (OTCC) on 23-24 November 2011 in London.
Hague was speaking at the opening of the OTCC, which brings together the Premiers, Chief Ministers and other elected representatives from Britain’s Overseas Territories.
“My Ministerial team in the FCO and my colleagues across other Government departments will work tirelessly to ensure that our partnership promotes the best interest of all our citizens and a bright and successful future for the Overseas Territories,” the foreign secretary said. Continue reading →

BRADES, Montserrat – Premier the Hon. Reuben T. Meade and his team are presently in the UK attending the Pre-OTCC and OTCC sessions with the UK Government.
Premier Meade is accompanied by Financial Secretary Hon. John Skerritt, Attorney General Hon. Esco Henry, and Cabinet Secretary Mrs. Angela Greenaway. BRADES, Montserrat – Permanent Secretary in the Office of the Premier Mrs. Beverley Mendes and Trade Director Claude E.S. Hogan are this week representing Montserrat at the Regional Seminar on Trade and Development for Caribbean Countries in Trinidad & Tobago.
The World Trade Organization Secretariat (WTO), the Inter-American Development Bank (IDB), through the Institute for the Integration of Latin America and the Caribbean (INTAL) and the Integration and Trade Sector (INT), and the CARICOM Secretariat, are collaborating on the three-day seminar being held in Port of Spain, Trinidad, November, 21-23, 2011. Director of Public Prosecutions appointed

SWEENEY’S, Montserrat – Kathy-Ann Pyke has been appointed as Montserrat’s first Director of Public Prosecutions, DPP.

Pyke, who is a Jamaican national, took of her post on Monday October 17th.

The post of a Director of Public Prosecutions is one of the new positions created in the new constitution which was adopted on September 27th.

The director of public prosecutions will be a public officer responsible for instituting and undertaking criminal proceedings against any person before any court on behalf of the government.

Ms Pyke will also have the power to discontinue at any stage criminal proceedings instituted by her or any other person before judgment is delivered on the matter.

The Director of Public Prosecutions shall not be subject to the direction or control of any other person or authority.

During any period when the office of Director of Public Prosecutions is vacant, the Attorney-General shall perform the functions of that office.

German Ambassador to sign Tax Information Exchange Agreement with Montserrat

BRADES, Montserrat – German Ambassador to the Caribbean and Consul General to Montserrat His Excellency, Stefan Schlüter is expected to sign a Tax Information Exchange Agreement (TIEA) with Montserrat later this month.
Ambassador Schlüter has been the representative of German in the Caribbean since 2010 and will be paying his first visit to the island from October 28 to the 31. While here, he is expected to present his letter of credentials to His Excellency Governor Adrian Davis and pay a courtesy call on Premier Honourable Reuben. T. Meade.
TIEAs are bilateral agreements that are signed between nations to establish exchange of information for tax purposes but are also seen as a statement of transparency by investors and countries wishing to do business on Montserrat.

PM Douglas congratulates Montserrat’s First Premier, says new Chapter in island’s history

BASSETERRE, ST. KITTS – St. Kitts and Nevis’ Prime Minister Hon. Dr. Denzil L. Douglas has congratulated the new Premier of Montserrat, the Hon. Reuben Meade.

Mr. Meade was sworn in as Premier of the nearby British Overseas Territory with the adoption of a new Constitution.

“On behalf of the Government and people of the Federation of St. Kitts and Nevis, I convey expressions of congratulations to you and the proud people of Montserrat for the conferment on yourself of the title of Premier and the adoption of the new Constitution of Montserrat,” Dr. Douglas said in a message to Premier Meade.

Dr. Douglas told Premier Meade the new Constitution “holds much significance for the Government and people under your able leadership as it opens up a new chapter in the history of your progressive country.”

$36mln Power Plant Project for Montserrat Launched

BRADES, Montserrat – A 36 million Eastern Caribbean (EC) dollar power plant project for Montserrat was officially launched here today.
The project, funded by the Department for International Development (DFID) and the Caribbean Development Bank (CDB) will provide the island with a more efficient supply of power and opens the door for a transition to more renewable sources of energy.
Since the beginning of volcanic activity on Montserrat in 1995, the island has been challenged with supplying its population with power. For the past 15 years Montserrat Utilities Ltd. (MUL) has been using high speed containerised diesel generating sets to meet the electricity demand. The Gensets were designed for emergency situations and with a service life of about 10 years. In the past five years, the number of power outages has been increasing which has impacted the cost to households and businesses with electrical equipment failures. Continue reading →

Government of Montserrat looking at renewable sources of energy

BRADES, Montserrat – Deputy Premier and Minister of Communications & Works, the Honourable Charles T. Kirnon has said Montserrat is actively exploring renewable sources of energy.
Minister Kirnon said during the launch of the new power station project for Montserrat that one of the government’s medium term goals is “to reduce the island’s dependence on imported fossil fuel for its energy needs. Government is therefore advancing its plans at geothermal development.”
DFID Programme Representative for Montserrat Kato Kimbugwe said at the same launch that they are in support of the Government’s desire to find more secure platforms of renewable like geothermal and wind. Continue reading →

Government of Montserrat’s ministries reorganised

BRADES, Montserrat – Several government ministries have been reorganised as part of the ongoing restructuring process and the inception of the new Constitution Order. The Ministry of Economic Development & Trade has been merged with the Ministry of Finance with some of its services moving to the Office of the Premier.

According to an announcement from the Office of the Deputy Governor, “in August, the Executive Council approved the restructuring of the Centre of Government and the creation of the Constitution Secretariat resulting in the reorganizing of the following Ministries:
- Ministry of Finance and Economic Management – Honourable John Skerritt remains as the Financial Secretary and will be supported by a Deputy Financial Secretary. The Ministry will be responsible for Treasury; Budget Management (both recurrent and capital); Montserrat Customs and Revenue Services; Post Office; Statistics; Internal Audit; and Economic Management (which includes Aid Negotiation and Project Cycle Management).
